HUD Quietly Issues ARRA Guidance


Washington, Oct. 19 – The Department of Housing and Urban Development recently issued two guidance documents for public housing authorities on implementing provisions of the American Recovery and Reinvestment Act. However, grantees may have missed those issuances, as neither appears on the department’s Recovery Act Web page.

In HUD notice PIH-2009-37 (HA), the department advised PHAs that supplemental income for recipients of certain federal assistance programs provided by the Recovery Act should not be counted when determining public housing tenants’ income. The law gave a one-time, $250 payment to recipients of Social Security, Supplemental Social Security, disabled veterans benefits and certain railroad workers retirement benefits programs.
